太上，不知有之；

其次，亲而誉之；

其次，畏之；

其次，侮之。

信不足焉，有不信焉。

悠兮其贵言。

功成事遂，百姓皆谓：“我自然。”

Interpretation

Laozi begins with the image of the highest ruler—so in tune with the Dao that the people barely realize his presence. He governs so lightly that his influence is invisible, like air sustaining life without being noticed. This is the ideal of Daoist leadership: subtle, natural, and without force.

The next levels of rulers are less refined: those who seek affection and praise, those who govern through fear, and finally those who are despised. Each step away from invisibility is a step away from harmony with the Dao. The more a leader asserts himself, the more trust is eroded.

Laozi emphasizes that trust is the cornerstone of leadership. Where trust is lacking, control and suspicion take root. The sage-leader, however, speaks little and imposes little. His restraint creates space for people to live, grow, and act without feeling dominated.

When work is accomplished and harmony is achieved, the people say, “We did it ourselves.” This is the highest form of leadership: to empower others so completely that they feel free and self-sufficient. The leader becomes a mirror of the Dao, guiding without claiming credit.
